• not posted but stamp box normally dates 1904 to 1918
• small kid with very blond or white hair cut in a page boy style?, wearing what may be a military type uniform, in that there even appears to be a military medal hanging off his breast pocket.  Large lapel, large buttons, shorts with buttons on their side (as well as what appears to be laces), white leggings and button up (on the side) boots.  His right hand is holding a white horse, pulling a buggy with large spoked wheels.  A little different is stat you can see a single wheel under the horse which would allow the toy to roll without effort
